Rhode Island Quality Reporting System
The Rhode Island Quality Reporting System (QRS) is a centralized data system supported by IMAT Solutions to encourage the automation of electronic clinical quality measurement and reporting. Data is collected directly from electronic health records or claims systems, aggregated and matched at the patient level, and used to calculate quality measures and share improvement data among participants.
Goals of the QRS
- Reduce the reporting burden for providers, organizations and health insurers
- Contain identifiable data to close gaps in care and support quality improvement efforts
- Calculate measures needed by RI providers
- Report quality measure results and data to various reporting stakeholders on behalf of QRS users
QRS Use Cases
- Closing gaps in care with near real-time data
- Support various reporting programs such as: Medicaid accountable entities, CMS eCQM reporting, RI Department of Health Care Community and Equity (CCE) program, and more
- Submit supplemental clinical data to health plans
How to Participate
Initial Setup
Participant signs Data Use Agreement and Business Associate Agreement with IMAT Solutions. Then participant asks EHR vendor to establish a CCD interface with IMAT. User accounts are then setup with two-factor authentication.
Testing
A small set of data is transferred into the system for testing. Participant reviews a set of validation reports in the test environment and confirms data is expected. If there are issues, corrections may be made in the data feed or in the QRS as needed. Participant determines when they are ready to move to production.
Production
Two years of historical data is transferred into production through the EHR vendor; the live data feed is turned on, which will send data when documentation of encounters is complete. After a final round of testing, reporting of data or measure results begins when the participant is ready and makes the request.
